Property sale under Pugree system

Dear Sir/Madam We have a small property in Vile parle (Mumbai) which was purchased by my parents in 90s, which comes under Pugree system,I being only son of my parents we decided to sell this property and invest the same in another ownership property,today my mother visited the landlord mentioning the same to him,to our surprise the land lord said we cannot sell the property to any outsider(in spite we agreed to pay the landlord 33% of his share),land lord said the property has to be sold to them with price fixed by him and not the market price which we are getting by selling property in market.Else he will grab us to court if we try to sell property to any outsider. Please suggest what can be the solution for this issue,is there any law which protects the tenant rights from such landlords.

You can sell the said property to any outsider if you are ready to pay the landlord his share...
Anyway you may have the tax in your name...electricity n water bill in your name...
And at last if your landlord is such a person who will create problem for you than in dat case you may discharge or transfer your right of interest through by way of assigning d deed

Yes you have all tenancy right by which you can become the owner of that property if you were continously paying rent to the owner for last 11 year then you will become the owner of that property by law.
