Property in Indore paid all dues maintenance agency levied more charge

I have purchased a property in Indore Ansal Town. I have paid all dues and property is also registered in my name. However, I got transferred to NCR before I could collect the keys of my flat. Now, the maintenance agency has levied HOLDING CHARGES, CAPITAL REPLACEMENT FEE apart from the regular maintenance charges. Are they correct in levying these charges as it is a huge amount.
The Holding Charges are paid before getting the possession of the house whereas the maintenance charges are paid while you are residing there. Maintenance charges are paid every month for maintaining the society you are living in. So till now if you haven’t paid the Holding Charges, you are liable to pay.
