Property has Patta and Panchayat approval but no cmda approval

I've shortlised a property for purchase. The property has patta and panchayat approval. But it does not have cmda approval. The property owner said that he has applied for cmda approval but yet to receive it. Is it safe to purchase this property

Its under your own risk of property purchasing without CMDA approval.
