Property Dispute With Huda For Plot.

My uncle had purchased a plot in Bahadurgarh in 1992. But the same plot was acquired by DMRC for metro project. HUDA provided a alternate plot in another sector 8n 2019. Now HUDA is asking for jamabandi from Revenue department for execution of conveyance deed. My uncle wants to sell the plot but HUDA has asked for jamabandi to execute conveyance deed. Without it my uncle cannot sell the plot. Even Punjab and Haryana High Court has ruled in my uncle favour . But HUDA has raised a technical issue to get the jamabandi. But now when we approach the Revenue department they say the jamabandi is not available. What legal recourse do we have. Thanks.
