Procedure in case of illegal encroachment on road

I purchase a plot in unauthorized colony in jangjeet nagar,agra. That time a road is given by mutual consensus. When a full colony is established and so many family's are living, that person is saying that this is related to his property. Now he started a construction on road. So what should us do now we dont have any road. I put a video on youtube with " Encroachment on road " on 12 oct 2017. Please give me some guidance.
