Procedure against order of court for construction of drainage system

Hi sir/madam In my street .4ft property is given to government for constructed a drainage system(all peoples are obey the drainage system at this time 1989).but one of the person in this street going to court and destroy the drainage system and constructing wall in-front of his house...because he has court orders *in this case what about remaining people situation *25 people are living in this street all people have in-front of houses 13 ft road is there * who ever person going to court having 9.5 ft road in-front of house Problems: .drainage system is destroy. .accidents are happening constructed wall area .government sanitation tractor is not visited because occupy the road by that person In this problems are facing in this area ..plz give the Suggestion sir
