Person got land as per land reform act can he sell it immediately?

Recently Tribunal ordered land cultivator as owner as per Land Reform Act. Can he sell the land any time or is there a restriction of 15 mandatory years?
If the cultivator has been declared owner by the Tribunal and there is no stay on the order of Tribunal, then we suggest wait for 90 days and subsequently after 90 days you can sell the land
