penalty of delay in possession and inferior interiors than promised

i have booked a flat in August 2013 in under construction phase. my projest should have been delivered in August 2015 but still in August 2016 they need 2-3 months to handover and even more time. builder has not given few interiors as per the written agreement and used inferior quality than it shown in their sample flat. corridor fire pipe line is also open which is giving a very low grade look to apartment. and builder is not ready to pay any penalty for the said delay whereas it had sent us falsely levied penalty upon us just to adjust their default. please advice for interiors and penalty.

1) you are entitled to seek compensation for delay in delivery of possession by the builder .

2) since builder is charging you interest if you delay making payment similarly he should also pay interest for delay in delivery of possession.

3) you can move consumer forum against the builder to direct builder to pay you interest / compensation for delay in delivery of possession.

4) further you can seek direction that builder shall hand over possession within stipulated period .
