PD of Old electricity connection

I bought a property in 2018 and recently built a house, for which I applied for a new electricity connection. However, I was informed that there's an outstanding bill of 70,000 from an old account, which was marked as PD in 2009. Could you please clarify whether I am responsible for paying this bill? I only have the bill from 1996.

you are not liable to pay the old electricity bill only on new purchase you can meet the electricity provider and explain the situation another point is that electricity is a state commodity. also state electricity regulatory commission comes into play
