Patta transfer and change of name is a matter

Land sale deed in year 2010 but patta transfer not done till date. No property tax paid due to unawareness, encumbrance certificate in my name. But there is slight change in my name as per documents. Can I apply for patta now. Kindly help me. Affidavit that both name belongs to me or known by both names will do?
