Parking Problem In Appartment One Member Is Forcefully Parking His Car

Where I leaving in appartement one of person parking his car in passage and blocking the path . When I request to park in his parking properly he frightened that he is doing ill-legal work and he have gunda and police men is also my friend so keep quite and tolerated situation. He also says you will not go against me other wise you will be in trouble. Kindly suggest me what to do . To move my vechical from my parking is pain full . No body is telling him all are frightened even society management have no intrest . Kindly help me to resolve problem. Many time I request him politiely .
