This is my response to you:
1. The cousin of your can demand the same since he was living there;
2. But he cannot transfer the original tenancy from your father;
3. To transfer the same, your NOC will be needed;
4. So consult a local lawyer with your full facts and then take steps forward.

What to do if landlord refuses to give deposit back?

Talking to an attorney is the next step if talking to your landlord doesnt help. He will assist you in drafting a Legal Notice that you can send to your landlord. If that doesnt help, you can file a civil lawsuit in court to recover the rental deposit. 27-May-2022

You can pay your rent to the local court if you want to stay. If they try to evict for not paying rent, you can challenge the action. When you go to court, the judge will trust you because you have the money.
