Pagadi System Building Problem related to Landlord

My Building where I stay is under Pagadi System and I am a tenant in one of the flat of the building.The building is in Dilapidated condition and the landlord is not repairing the building.I have heard that if the building falls the I will loose my rights as a tenant.It is due to this reason only the landlord is not carrying out any repairs and is risking our lives also.So what can I as a tenant do to protect my tenant right if we need to evacuate to the the Dilapidated condition of the building and where can I complain so that the landlord carries out the repair work.
