Owner someone else can notice is asking to pay rent to someone else

In the municipal corporation tax paper of a shop it is written @ person liable to pay tax : Mr. X, Owner : Mr.A , Mr. B , Mr. C. What does it mean. Can Mr.A , Mr. B or Mr. C. claim anything ? If they can then what would be the procedure? Can they get rent from X? Please reply.

It means the mutation (on the basis of self assessement/separation-mutation) is done in the name of Mr. X.
Mr. A , B & C can ask the KMC that on what basis submitted documents the name of Mr. X is appearing in the records of KMC.
