owner not traceable from last 27 years what to do

No one has even come once in this flat from the last 27 years. Actual current owner of this flat is not traceable. Electricity Meter and Water Meter both were disconnected in the year 1996 due to non payment of dues. Property tax/house tax of this flat is also not paid since 1996.
I had tried a lot to trace the actual owner of this flat but I was unable to do so.
please let me know who will be the owner of this flat if atual owner is not traceable
Visit the respective state goverment's website offering online ownership details. Then enter details such as Village, Tehsil and District name. Select any of the options from Khasra Number, Khata Number, Khata Owner or Survey Number. If the property is registered, then the information associated with it will be displayed in the final screen.

The legal heirs of this flat must file police complaint for the missing of that real owner, n if there is no news for 7 years then u can declare him dead from the court and the legal heir will get this property as per the succession … thanks n in touch
