Orris proj. cancelled builder refusing to issue refund, Legal Option?

I booked plot in one of the Orris project which was promised to be delivered in 2016 but recently heard that project is going no where and in fact it seems like it has been cancelled. Now builder is asking me to go with some of their other project which I am not interested in. I ask them to cancel the transaction and issue refund, they refused. I have paid close to 10% of cost. What are options available to me legally, where should I start?

you need to sent him a legal notice asking him to refund the amount, in case he does not reply back to you then you can file a criminal complaint and also a consumer complaint against the builder for refund of the money.
