One of my co-owner has blocked the lift to my floor in my apartment

I am staying in a 4 unit small apartment, we have dispute among the co-owners from last 2 years on various apartment related common issues. As a continued grouse one of my co-owner has blocked the lift to my floor it goes to his floor without stopping at my floor hence I am not able to use lift as I am in 3rd floor. I called for all owners meeting where he refused to participate for the meeting. I need help how to solve the issue. He is not willing for any dialogue.

You can send a legal notice to the owner, thereby restraining them to block the lift.

If they fail to do despite the legal notice you can file a suit for injunction thereby seeking direction from the court .
