Obstruction of water supply to 2nd floor

I m living on 2nd floor.My water pressure is low with even using pump.But ground floor & ist floor resident are having water supply.I doubt that they are using some means to obstruct my supply.But they are refusing. What should I do
you can approach the maintenance office you should get a suit for injunction you have to approach the society's rwa to get ground water supply if the ground and first floor is refusing that they are obstruction
