Not getting permission from nagarpalika for building construction

1.I have purchased a land in 2011. Till now nagarpalika didn't give permission. 2.I have exchange deed of nagarpalika itself and having registry also. 3.I asked through RTI But nagarpalika didn't response. 4.I also lodge grievance in Rajasthan jansampark portal. But no results. 5.Surprisingly in 2008 nagarpalika gave permission to the person from which i have purchased land . 6. published in newspaper for objections, but no one raise objections, but then also nagarpalika didn't gave permission. 7.Should i go to High Court for writ. 8. Any compensation should i get for this delay.
Yes you will have to file a Writ petition thereby seeking direction against the Nagarpalika for giving you permission to construct on the land
