Not getting electric meter installation paper from builder

Dear Sir/ Madam,
I already give rs-50000 for electric connection to builder but till date I am not getting any meter installation paper from builder . So, advice me how I get this.
As per your query in law rato do u have receipt of rs 50000 which u have paid to the builder for installation fo meter then you can file a case against the builder for deficiency of service and unfair trade practice and ans for delay compensation and ost from the builder.
