No progress on plot asking for development charges

Purchased plot and registered at Ansal Sushant City,Kalwar Road 8 years back and have been paying the development charges eversince. On recent visit saw no signs of consistent development and only apparent negligence.My plot no stone also was missing and even Ansal personnel took time to loacate my plot. Is it mandatory to pay development charges? I do not wish to pay any penny anymore. Seeing the state, rather, they need to return what I have paid them. Should I make a boundry of my plot? Pl. guide !! Secondly, seeing the current awful state of the project, do you advice to dispose it off?

Dear Sir
you should sell off it. it appears no much default in maintenance. It is another thing that you are not living there so no availing facility. The Ansal Sushant at Jaipur got no increase in price of land and even today the occupancy is less then 10 % after a long time.
Sell It, I also want to sell my Villa at L 40 Sushant City Jaipur.
