New owner asking for payment already made to the previous owner

In 2011 I complete my house construction of 25%.And get completion oF house from Huda dep. for 25%.But at that time i pay whole payment of common wall for ground floor to the then owner. In 2013 a new owner of house came. Now i complete my house construction 100%. But new owner ask me to do payment for common wall again. What should i do for this?
You must have taken a receipt of the payment made by to the earlier owner towards 100 usage of the common wall and must have also taken completion certificate from HUDA for earlier completed portion of 25%. if you have done, so, you need not to worry and can show these documents to the new owner.
