neighbour problem , closing the steps in front of my house

House built and owned by my father since 1986, the neighbour who built the house for his own sake closed our steps (usually 3 step, 1 closed) so in this time we were living in another house, without bringing to our knowledge the person has done this, we once again came to same house, at times when we question he is creating lot of trouble, by banging his door hard often, making the dog to bark continuously, saying ill statement and comments. We had lot of quarrels and was many times the issue taken to local police station, but no use. ( I think they are bringing the cops). Due to this lot of mental stress I started to drink for few months, so to police they make a comment that I am creating problem, even they tried to attack. But police even we give complaints they just give csr, and no action taken against them. So I am developing a desire to die, though my mom is giving confidence I am unable to overcome the pressure created by these people (cops are only for money) how to overcome.
