Neighbor is trespassing onto our land

Dear Sir/ Madam, I have bought an piece of land in HIMACHAL Pradesh ,India . all papers are with me . but a small piece of land is under the control of one of pur neighbours and don't let us step into our land .My mother looks after the property all alone ...They usually abuses my mother and don't let her use our land, forcibly showing behaviour like goons .I have approached our local police station for help but have denied it straightaway for help stating that it is not their cup of tea .we belongs to a poor family and cannot afford lawyers fees .. remark action of land have done thrice but the neighbours refuse to accept it . local gram panchayat acknowledges that the disputed land belongs to us but they do not approach the neighbours since they are a strong family . kindly suggest how we could get the land in our possession and have the wire fencing done ...
