Need of Mutation before selling leasehold property.

Upon the death of the owner of a society flat in New Delhi, his legal heirs are making relinquish deed in favour of one of them and plan to sell it off. Is Mutation necessary to be done before selling it off? The flat is still on leasehold , not yet freehold.

Yes it is necessary to get the property mutated so as to bring the new owner on record of the land revenue department.
The mutation has to be done even for leasehold properties. For freehold properties mutation is done by MCD while for leasehold properties it is done by DDA or L and DO office.
