Need Builder NOC to transfer the loan

Hi , I am first owner of my property and home loan is going on. Society formation is under process and it may take 4-5 months. Now I want to transfer my existing home loan to another bank for that other bank need builder or Society NOC. Here in my case I need to get Builder NOC as society formation is not done. When I approached to builder for NOC, he is saying , We can not give more than one NOC , and to give NOC it should be registered in registration office. and asking for money. So I want to know what is rule or process to get NOC . If any fees I need to pay to government or builder I will pay , but I need receipt . I dont give any black cash just for Builder NOC. Can you please help and provide your views on this ?

This is my response to you:
1. The NOC need not be registered;
2. These are formal letters which the builder should comply with;
3. Pay the builder nominal fees and obtain the NOC;
4. If nees be, Consult a local lawyer and take steps .
