Need advice before planning to purchase a land

I am( Hindu). I plan to buy a land with an area of 200-2500 sq ft near Dhanori/ Lohegaon. Purpose is to develop it into a small building with 10-12 flats in it for sale. What are the things i need to keep in mind while i go for it. Also i see that majority of the land is agricultural land which is used by many for such development and even i am getting and couple of them a in R zone.

Dear Sir/ Madam,
Before purchasing the land you will have to take a title search from the office of the sub registrar and obtain a title clearance certificate to ascertain the title of the land is clear and marketable . If the land is agricultural land you will have to make an application to the collector through your architect for converting the same to NA use under section 44 of Maharashtra Land Revenue Code. thereafter you will have to obtain permission from the concerned planning authority i.e municipal council/ municipal corporation for construction of a building on the land. You will have to register your project under Rera obtain registration no and then proceed with construction of the building and sale of premises in the proposed building.
