Is there any will that your father has left ? If there is no will, then in the absence of a Will you will be entitled to 1/3 rd of the share of your fathers property as you your sister and mother together are the legal heirs of your deceased father

You can file for a partition suit for division of the estate of the deceased father. And get a court receiver appointed. And also take an injunction that no third party rights can be created on the property pending division by metes and bounds. Eventually, the matter will be settled with the litigation pressure.
