Mutation of property in my name.

Hi, I have the will of my father in my favour registered under 40 A. We approached SDM office for Mutation, the witnesses statements were recorded there in my favour. But the opposite party got it stopped saying civil suit is going on in this case. So the proceedings were stopped by the SDM office. There is No Stay Order given by respected court against the property.
1) Can we go for mutation?
2) Secondly which category of lawyer should we hire?
