MULTI STORY BUILDING MAINTENANCE CHARGES ASKED BY DEVELOPER

I let out my apartment after two years of purchase.(it was locked for 2 years). My tenant paying the maintenance charges regularly. Suddenly association disconnects the generator facility to my apartment without intimating me or the tenant.(It is a 10 story building and my apartment is in 8th floor). Present association is asking for the full maintenance charges for the first 2 years now.
what is full maintenance charges!, is there any agreement with builder to pay any additional charges other than monthly maintenance. once your tenant paid the maintenance charges to the association thats all, if they disconnect the facilities please issue notice to the association and take legal action against the them
