We are a 70+ row house gated society. The association handles maintenance, but the builder hasn’t handed over the society, citing project incompletion. He claims RERA doesn’t apply as the project started in 2004. Now, he plans to relocate the DG set and children’s play area. Is the handover delay valid? Is relocation legal? Does it need approval from authorities or the association?
