She can transfer her property by executing a registered Deed of Gift in favour of you or make a WILL to beneficiary you, but best option is Gift Deed. In WILL matter you have to get probate from the Court by filing a case then other can file an objection.

If your mother is the sole owner of the property she can do so by writing a WILL which would take effect after her death.
If she wants immediate transfer then she can do so by a gift deed.
If the other siblings are not co-shares of the property then their consent is not required. Else they can execute deed of gift or relinquishment to release their share.

Dear Client, you mother have to make a gift in your favour and register it before the registry office. If you want me to do that then contact me. I can do that. But if have to see what type of documents your mother have with her. Contact me immediately.
