MHADA allotment of two flat to same family cancelled one flat

We both husband and wife got separate scheme allotment through MHADA lottery. MHADA officials issued cancellation letter for one house due to non document submission.Both houses were allotted later and vigilance dept asked after one year . We written them to cancel one flat in 2008, but even after 9 years MHADA not cancelling second allotment and claiming that we sold that allotment in 2008.Legally we can't sell MHADA property before 5 years. Any sale before 5 years is legally acceptable or not. If not can I claim money back from MHADA.

u not sale but u executed power of attorney and possession letter on behalf of the purchaser. at that relevant time or after lapse of 5 years. the power of attorney holder sold himself or any person. this right way to deal with this flat.
