Members Access to Terrace in a Society

In Co-operative Housing Society at Borivali (W), Mumbai. Body members including Chairman and Secretary are denying the terrace access to other society member by stating that as per rules and under the shield of to avoid any unwelcome scenario like suicide. There's no notice circulated at all... and moreover if I ask for keys for my kids flying kites I am asked to give in writing that I will be responsible for any unforeseen scenarios if any.... Is this legally correct for society to restrict or members do have some rights to usage as per their convenience....

All terraces with common entrance irrespective of which floor it belongs to, can be used by all members of the society. As per law open spaces including terrace are meant for the benefit of all the members and so individual can deprive any resident from accessing the common areas such as terrace.
