Me and brother wants to purchase flat jointly under awas yojna

Me and My brother is purchasing a Flat in pune. We want both of us to be the owner of the house and including this we also want to take the benefits of the awas yojna as my big brother is going to get married in the next 3 years. We are taking the loan also for this. What and how to achieve this. Please help me. Thanks
