Locked Grill on the only stairway of the building

Hi, I live in a 2 storey building. There is a grill on the 1st floor staircase (not approved by the society, no permission was taken for building it). This grill is locked at the night and sometimes in the day too. Every flat owner has key for the lock.
This grill was put on by the 1st floor resident and it has been there for more than 5 years, but they didn't use to lock it in the daytime earlier.
So recently this 1st floor resident started locking it in the day causing trouble for home delivery guys, maids , etc. If the 2nd floor residents forget to re lock it at night , he starts an argument with them saying some bullshit.
I believe this grill is illegal and cannot be on the ONLY stairway of the building and that too on the 1st floor. I wonder what will happen in emergency situations.
Please guide me on what legal action can be taken.
This is my response to you:
1. Send a legal notice;
2. If they do not respond then you will have to file a suit;
3. You wil have to obtain stay injunction or a stay order;
4. Consult a local lawyer and take steps.

Dear Client,
If any member has put up a grill it is totally illegal. No member can cause any kind of hardship and nuisance to others.
1. Write a letter to the managing committee of the society seeking their response in a particular time frame (say 7-days).
2. If the society committee fails to take notice write to the anti encroachment department of the civic body seeking removal of the grill (ideally this should be done by the society)
3. Also write a letter to local police station on hazards in case of emergency due to the closed grill.
4. If there is no response serve a legal notice on the concerned member and also make society office bearers party to the case for failing to do its duty.
