Legalizing illegal property by paying stamp duty fees

My Property 25 years old .The CM said He declared last week that all illegal and unauthorized buildings constructed till December 31, 2015, would be regularized. A Bill to this effect would be tabled in the current session of the Assembly.Can I pay Stamp Duty and fine to convert this property in to legal property. ?
This can only happen when both the parties are willing to register a document / Agreement with respect to property. you may pay stamp duty and penalty charges but if anyone is not willing then you have to wait for GR notification in this regards from the UD Department stating officially that the unauthorised structures will be regularised and will be considered as legal . Until such order/ resolution/ notification comes your structure will remain unauthorised/ illegal
