Legal Way/Approach to construct Gate in own Land

Respected Sir/Madam, We have a Vacant Land in front of our house through which people use to move using as a shortcut. Alternate Govt road is available. We want to construct a Gate in our land. But our neighbor along with help of Village peoples obstructing us to construct the Gate claiming the vacant land to be a road. We have papers for the said plot/land registered as vastu land. However, Panchayat & Local Police favoring them, as some members of that particular family are associated with politics, and have asked us to stop the construction of Gate. Earlier we had files one 144 Cr PC and recently a local lawyer suggested to file one petition for temporary injunction. Since Panchayat and Local Police Station are favoring the Neighbor and Village peoples, though we have all documents supporting the vacant land as ours, what is the legal approach we can follow which can help us to construct the Gate followed by boundary wall.
