Legal help for consruct new house KLU issue

i was buy a land before 11 years back, that land classsification is paddy,but 100 meter around have old houses , so i think i get KLU / Tharam mattam (DAta bank ) for buiding permit from Panchayath. But i didn't get any KLU / Tharam mattam from Revenue department, I wish to construct a house for my family., any legal support available ?
What was the basis on which the RDO has rejected the order? Has the RDO analysed report from Village Officer/Agricultural Officer or a KSRSEC report prior to passing of the order of rejection. Need proper details to analyse the scope of filing a writ petition in High Court.
