Lane passage blocked by placing many huge plants

My ground floor resident has placed huge plants on 3 sides, front back & the corner side. The lane is like 40% blocked & we cant park 2 wheelers. Morever, they put water by pipes & make my bike fully wet in the morning & evening. I cant ride as the seat covers get fully wet. Where & how do I complaint about this?

If you wish to initiate any litigation against the said neighbourer you may file a civil suit against the said person and seek injunction by way of which the court may order the gf resident to remove those things from the passage
