Land acquisition by govt and non- payment of compensation for 15 years

Land was acquired by the govt for the purpose of a road, in 2005. Previously the land was under the Urban Land Ceiling Act, but was excluded from the Act by a court order in 2004. When the land was acquired, notice wasn't given to the private owner, but possession was taken. Till date, compensation has been provided to the owner. How can the private land owner get compensation as per the 2015 market value, and not as per the 2005 market value, that is when the land was acquired?
Why did the owner not claim the compensation till this date?
Since the property was acquired in the year 2005, the latest rule on land acquisition may not be applicable to it for the claim made now

The owner through private negotiates has been asking for compensation, but only as per the current market value(MV). It has been 15 years neither has notice been served on the land owner nor has the compensation been paid but possession has been taken. How can the owner claim compensation as per the current MV, and not as per the 2005 MV?
What was the owner doing when the government acquired the land without issuing notice?
Did he not approach immediately seeking injunction against the government agency?
It is unbelievable that the authorities have not issued notice so far nor they have paid the compensation.
