kiosk damaged by authority. how to claim damage from the owner?

a mall owner gave me an area for the opening of a kiosk. the area was not allowed for commercial activities which i came to know later. But I had invested a huge amount in it. Later The authority demolished the kiosk. how can I claim damage from the mall owner?

Police complaint
along with recovery suit
Through police complaint -comepnsation
Through Recovery- paid amount
You also need to add the authority in the suit for more damage amount
