JDA Charges by Plot-Developer Even if No Registration

I purchased a plot from a Jaipur developer on the condition that: I will re-sell it (without JDA registration) within 1 year - just after completing EMI. Accordingly, I gave him 12 post-dated cheques for each month. But now, he's asking for additional amount, saying this is for the mandatory charges that he has already paid to JDA for the plot. He called me to pay in 10 days, or earlier. I'm suspicious because he had never informed this earlier while pushing the plot to me. Is it normal to take JDA charges by the developer even if the plot-buyer does not want to register the plot?
If you have never been informed about the JDA charges before then you are not obliged to pay.
We suggest you read the agreement between you and the developer about the same and verify if any JDA charges payable by you is mentioned there.
Under the JDA scheme all charges are to be paid to JDA by the developer only. It is very clear on that.
