Issuance of Legal Notice in Newspaper

Ex-Chairman of a Hsg. Co-op. made an Agreement in Stamp Paper(No Notary or Registration) in 2014 with someone that he will arrange Three membership Change in favour of that Person for money and also received advance. But he was neither succeeded nor the person claimed membership till now. Questions are - In which languages the Legal Notice should be published? Can the present Chairman himself issue the Notice or not? If no objection or claim arises,then are the members safe to construct?
