Is puncture in adangal still agriculture or non agricultural land

It's a wet land as per patta but in Adangal its mentioned as Puncture for more than 7 years. What does it mean? What would be the classification of the land type. Is it still agriculture or non agricultural legally. No agriculture is done for more than 10 years. No cultivation possible and adjacent people built houses on DTCP approved residential plots
It's not clear what is meant by 'puncture' in the adangal document. In any case, for any change in land use, DTCP is the only competent authority. You may apply to them with proper documents for conversion.
