Is probate of the will necessary to transfer share certificate

Regd. soc. last 7yrs administrator appointed Order passed by Registrar appointing 3 member committee.Some flat owners original owners expired.They had made nomination in the soc.They also had prepared Will thereby naming the persons who would become the owners on their death.The committee made the persons named in the nomination n the will as the new owners.One of the member objected saying the transmission is illegal as the committee is a caretaker one with no powers to carry out the transmission.He insists on submitting a probate,a release deed has been submitted.Is the transmission valid?
