Is it necessary to take NOC from daughter for nomination

My father died and nomination is made on my mother and two son. It is cooperative society, If in future mother or we want to sell flat, is it necessary to take NOC from daughter's what is the procedure
Nomination only is useful for transfer on name and to reside. In case mother , sons want to sell the premises they need to take the NOC from the daughter. NOC of daughter is important only in case their is no will of the father , and where in in the will it is not stated as to whom the property is bequeathed.
