Is it necessary to take consent of all heirs before sale

Sir, I m looking for a property and seller produced legal heir certificate namely mother, 4 sons. they have 2 more deceased sisters but both sisters names are not included in Legal heir certificate. Seller has agreed to get signature of sisters as WITNESS... Is it OK if sisters family sign as WITNESS?? Is it necessary for sister husband to sign ? Plz guide
