Is it legal to charge fee for NOC post registry in Noida Extension?

Hi All,
I have a flat in Noida extension in builder society. The flat is registered on my name in 2017 from Greater Noida Authority. Builder has not yet formed society or RWA and I am planning to resell my flat. Builder is asking for 118 rs/sqft as NOC amount. Is it legal and do I really need builder NOC for resale of my flat as it is fully registered on my name?
it's your property and you need noc from no one to sell it. thus this monetary demand from builder in lieu of giving NOC appears to be unjust and you're advised to take legal action against the builder to traverse this unfair demand
