Is it advisable to buy flats without CC in Kolkata

I have booked a ready to move flat near baguiati Raghunathpur mauza which comes under Bidhannagar Municipal Corporation now in Kolkata. I have found that the builder hasn't obtained Completion Certificate(CC) yet for this building. While questioning him about this, I have been told that the Corporation is not giving CC to any projects nowadays and it is the same case with all other projects also falling under this Bidhannagar Municipal Corporation. I want a legal advice if this is really the case and if I can go ahead to buy the flat. Want to know if we should buy flats without CC in Kolkata and if not, then what can be the implications due to it. Do i need to look for OC also additionally? All the Banks including SBI are giving loans for these type of projects, so I am really confused what to do here. Please advise.

Hi,

For your enquiry CC certificate is compulsory which you can asked from builder and the builder is also liable to give CC certificate. May be the builder has violate the sanctioned plan of the building that is why he has not obtained Cc certificate. If you want you can buy the flat and the file a case in consumer forum for CC and also asked for compensation from the builder.
